A $350 million-plus entertainment-focused masterplan will transform the home of the Parramatta Eels and drive a major overhaul of the Parramatta Leagues Club precinct after securing approval.
City of Parramatta planning officers signed off on the proposal in April before the Parramatta Local Planning Panel gave it formal approval, marking one of the most significant milestones in the club’s 70‑year history.
Dubbed Parramatta Live, the project will convert the site at 1 Eels Place into a 24/7 destination that blends the club’s traditional role with new hospitality, tourism and public space. The development will generate around 1,369 construction jobs and help cement Western Sydney as a major entertainment and events hub.
A new home base for members & fans

The first stage of the masterplan focuses on a new four‑storey, purpose‑built Leagues Club venue set to open in 2028. The modern clubhouse will include a sports bar, café, restaurants, a multi‑purpose auditorium, conference facilities, a rooftop terrace and health and leisure facilities.
Moreover, the existing club will remain fully operational throughout construction, with the project rolling out in three distinct stages. At the heart of the plan is a stronger “home base” for Parramatta Eels supporters, with the new venue designed to anchor the wider CommBank Stadium precinct and activate the site on non‑game days.
Club president Mark Jenkins described the approval as a “defining moment” for the organisation, noting that the $350 million investment is the largest in the club’s history and a statement about the future of Western Sydney.
Hospitality and public space

Later stages will see the addition of an eight‑storey, 149‑room hotel aimed at boosting tourism and corporate events linked to the stadium, as well as a dedicated two‑storey food and beverage facility.
The broader design aims to stitch together the stadium precinct with the Parramatta CBD, using expanded outdoor public spaces to draw people in year‑round. The project also includes a 450‑square‑metre youth hub, responding to forecasts that the area’s youth population will grow from 36,000 to more than 61,000 by 2036.
CEO Chris Dimou said the team developed the masterplan in close collaboration with the City of Parramatta and Greater Sydney Parklands to respect the surrounding heritage while creating a world-class, activated precinct.
